Dominating the waterfront is the windowless Hong Kong Cultural Centre, at 10 Salisbury Road, Tsim Sha Tsui, a multipurpose performance facility built by the former Urban Council and, since 2000, administered by the Leisure and Cultural Services Department of the Hong Kong Government. Kowloon is the most densely populated area of Hong Kong. It lies in northern Hong Kong, directly north of Hong Kong Island.
