The magistrate complained that the inhabitants of hisdistrict were poor to the verge of starvation. I was told that the road across the Liupan Shan wasmade by General Tso to facilitate communications duringthe campaigns against the Mahomedans, the former route, which is still used to a limited extent, passing from Watingto Kuyuan, and thence ma Haicheng and Chingyuan toLanchou. From Lungte to Chingning Chou is a march of 90 lidown the valley, which is cultivated but very arid-looking,and dotted with wretched farms and hamlets. There are notrees except those which line the road. The arid climateof North China is often ascribed to the destruction of theforests by the Chinese in ancient days
