Mitchell, Director In the previous biennium, the impact of war on children wasmarked, the child welfare program in all states reflecting thiscondition. The work with children in North Carolina during thebiennium just ended shows some adjustment, but it also showsa definite effort to control the negative factors of the situation inorder to protect as far as possible the children whose lives havebeen affected by changes incident to the war and its aftermath. This definite effort to control the situation has resulted in are-evaluation of the program of service by both public and privateagencies with consideration being given to the development of anew type of child-care facility which has been termed, com-mercial boarding home. In evaluating service for children,three surveys were conducted by the Division of Child Welfarethrough securing information from the other 47 states on theirrespe
