A somewhat different situation exists when the publicinvokes the jurisdiction of the commission in securingrelief from high rates or inadequate service. Even here, however, the person incharge of the case, be he city attorney or private coun-selor, should have a sufficiently well-prepared outline topresent clearly the issues he wishes to draw and thegrounds for the public belief that the relief askedfor is justifiable. 700 Electric Railway Journal Vol. 51, No. 15 Designing and Operating the Substationfor Maximum Efficiency The Cedar Avenue Substation of the Cleveland (Ohio) RailwayWas Furnished With a Large Number of Units to Permit theOperating Capacity to Be Varied to Meet Load Demands. LATEST POWER SUBSTATION OP THE CLEVELAND (OHIO) RAILWAY THE Cleveland Railway has recently added to itsdistribution equipment an eight-rotary substationon Cedar Avenue. This substation is located atone of the principal distribution points in the city, andin view of its large capacity and its importance thequestion will arise at once as to why so large a numberof converter units were installed rather than a smallnumber of larger capacity units. L. P. Crecelius, super-intendent of power of the company, the designer of thesubstation, answers this question by stating his beliefthat much better economy could be secured in this sub-station by putting in a large number of small units(1500-kw. capacity) and cutting them in and out tofollow the load line as closely as possible. The governing idea in the layout of equipment inthis station has been to simplify the construction andstandardize apparatus, eliminating everything not neces-sary to safe operation. In stand
