It is understood that the President believes intlie desirability of various changes in the presenttariff, in order to make it fit the conditions ofliusiness, as they liave materially altered sincethe Dingley tariff was adopted in 1897. Thereis little disposition in any quarter to ileal withthe American tariff from the standpoint of thosetheoretical persons who talk abstractly aboutprotection and free trade. The country is doingwell under a protectionist policy, and is certainlygoing to maintain that policy for some time tocome. It is not, therefore, a question of uproot-ing the trees in the orchard, but simply a question whether or not it would make the trees bearbetter and last longer to give them a pruning. Theiron and steel men tell us we are about to enterupan the largest and most prosperous year in allthe history of the American production of theircommodities.
