The ultimate objectin view in making this recommendation was to secure accuratemeasures of the positions of the fixed stars visible in the southernhemisphere and to use these, in connection with correspondingmeasures made at observatories in the northern hemisphere, toproduce finalh^ a complete catalogue of precision of all stars fromthe brightest down to those of the seventh magnitude inclusivefor the entire celestial sphere. Preliminary to this undertaking special grants were made toProfessor Boss during the year 1904-1905 ; and in December,1905, the establishment of an observatory in the southern hemi-sphere was approved and the execution of the project placed incharge of Professor Boss.
