DURING the latter end of the month ofMarch, the reports upon railwaycommissions, railway rate grievances andregulative legislation, by Professor S. , , , acting under instruc-tions from the Minister of Railways andCanals, were presented to parliament, andhave since been printed and bound to-gether for distribution. After an exhaus-tive examination of the subject of railwayregulation, under the laws both of this andof other countries, Professor McLean con-cludes by recommending the creation of aRailway Commission to take the place ofthe existing Railway Committee of thePrivy Council, and to exercise a generalsupervision over transportation interestsin Canada.
