The hall is lightedby a dome containing eight windows, betweenwhich are statues of Liberty, Justice, Wisdom,Law, Prudence, Mercy, Eloquence, and Pun-ishment. A rich frieze of foliage rises abovethese statues, extending around the dome, inwhich are medallions of Moses, Lycurgus,Solon, Numa, Confucius, Alfred, Mancha-capac,and OUam-Fodhla.
