Yet it is ofimportance to us all, since it may serveas a starting-point from which the parties interested may hereafter more easilyadvance to an amicable adjustment; andit is of especial value at this stage of thematter, because the rights of all to tliearea of land lying between the bounda-ries of the riparian proprietors of thecity of Roxbury and the boundary of thecity of Boston being as yet unsettled, acommon plan of improvement can bemore readily adopted than if said area. In addition to the above, it seems tome that the peculiar tenure of this land—if the original interest of the state isdoubtfully merged by specific grants andeasements to various parties—renders itproper that the commonwealth, as sov-ereign, should still extend over it a pro-tecting arm, and so regulate its future oc-cupation as to make it, as far as is prac-ticable, an ornament to the metropolis, apride to the city of Roxbury, and a schemeworthy the name and reputation of thestate which grants it. Under this view of the subject, I havethe honor to present to your board, andto make part of your report, a plan simi-lar to that I lately offered for the exami-nation of the mayor and aldermen of thecity of Boston, at
