In 1898 the Fisheries Question was submittedto the Canada-American Joint High Commission, butthis attempt to dispose of the matter was also fruitless,and both Canada and Newfoundkiaid thought it wasbetter to continue the modus vivendi, and allowAmerican fishermen to enjoy for nominal sums privi-leges of steadily increasing value.
