DOVER, A display of the United States Flag was presented throughout the duration of a military ceremony on April 1, 2017 during a Governor's Review of the Hometown Force at Delaware State University. Timmons pinned the four star rank insignia on Vavala. Distinguished guests including members of the State of Delaware Congress and Senate, and Delaware State University Leadership were in attendance.
