The receipts from these taxes would be designated solely for the development and implementation of conservation education pro- grams, both in-house and for primary and secondary school education programs. A tax of five percent is estimated to yield revenues of approximately S15 million to S16 million annually. If the natural heritage of the state is to be preserved, protected and enhanced for the benefit and enjoyment is critical that conservation education be given a high priority and adequate funding.
