It would never do to place the government of India in the hands ofthe weakest races of the Indian Peninsula, simply because at schoolage they have the quickest memories and can cram more easily than aEuropean. If entrance to the Civil Service were to be on preciselyequal terms in India as in England, in course of time the bulk of the I am glad to say that some years ago the minimum age was raised to 21 andthe maximum to 23, and now a larger number of Indian candidates INDIAN PROBLEMS 209 posts would be filled by natives drawn from those races which havenever been dominant in the Peninsula, and who would not be obeyedby the stronger and more martial races, such as the Sikhs and Moham-medans in the North. This principle of entrance by examination mustbe cautiously applied, but undoubtedly it must be extended so as tofacilitate the admission of a larger number of Indian youth. It was agreat mistake lowering the age for examination. An increasing numberof natives possessing force of character were entering the Service, andthe necessity of coming to England operated as a sort of guarantee forpersonal energy. The education given in England imparted a higherconception of life and put, so to speak, backbone into the Hindoocharacter. The successful competitors were not unworthy to enteron the race on equal terms with English-born youth. The very mini-mum of justice that can now be done is to restore the age to where itstood before. It would
