When the nations which foughtGermany are estranged and turned one againstanother with rivalries, enmities and antagonisms,when they are within themselves torn by socialunrest and civil strife, when the whole worldseethes with a ferment secretly stimulated byGermany, then, and only then, can Germany de-fault in her obligations, repudiate the terms ofthe treaty, and obtain through the social disin-tegration and moral collapse of other peoples. ALTON B. PARKER Alton B. Parker has been elected President of The National CivicFederation by the Executive Council and has accepted the position, fillingthe unexpired term of Mr. V. Everit Macy. On account of a serious opera-tion, Mr. Macy has been ordered by his physicians to withdraw for the timebeing from all positions of responsibility. He will retain his membershipon the Executive Council and will enter once more into the active workof the Federation when his health is completely restored. Judge Parker needs no introduction to the members of The NationalCivic Federation or, for that matter, to the American people. He hasshown his sympathy for the wage earner not only as Chief Judge of the(ourt of Appeals of New York State, but as an eminent member of theBar.
