In war, it seems that there is always a lack of transports, and thecomfort of the men who have to do the fighting, bear the burden of warfare,shed their blood, and lay dov/n their lives, is of secondary consideration. Itis recalled that the horses, guns, carriages, ammunition, forage, provisionsand baggage took up all the lower decks of the steamers, and the men werecrowded on the top, with but little accommodation and few conveniences.
