174/08 - HILGROVE STREET REGENERATION PROJECT Previous minute 130/07 refers The Committee were asked to consider a report from T & E Services on the outcome of the 2008 access and parking survey carried out in Hilgrove Street and the surrounding area. The surveys were carried out following the opening of the street for pedestrian access only for a trial period of 12 months. A questionnaire was sent to all traders/residents of Hilgrove Street, Halkett Street, Market Street and Central Market traders. Over 100 questionnaires were issued and 44 were returned, The traders voted 26 to 3 in favour of introducing a permanent closure of Hilgrove Street after daily, the Central Market traders voted 6 in favour, 5 against. The questionnaire also sought to establish whether businesses experienced difficulty finding space to unload in the area, especially around the Central Market. Of the Central Market traders, 5 said they never had problems, 4 said they occasionally had problems unloading and 3 said they had difficulty parking on the Market unloading bay all the time. However, during 2007 43 separate surveys were carried out at varying times of the day and indicated an average of commercial parking spaces free throughout the year. The Constable and Rev MacFirbhisigh thanked T & E Services for the comprehensive research and report and the Committee agreed that a letter should now be sent to the TTS Minister enclosing the results of the surveys and requesting that the arrangement be made permanent. The Constable said that there were still measures that could be taken to make Hilgrove Street more attractive including the provision of historical interpretation panels. Mr Pearce enquired about the resurfacing of the area at the back of Boots and Mr Stievenard said this would be done, but not this winter. Mr Pearce also said that the barrier needed to be improved, Mr Stievenard agreed but said this was difficult to achieve as it needed to be
