During his administration of the prefecture hehad as assistants two young men, who afterward, as leaders of thepraetorians and as jurists of the first rank, played an important part, —Julius Paulus, born, probably, at Padua, and Domitius Ulpianus, ofTyre, born in 170. The political policy of Severus tended to develop the absolutemonarchy. Its aim was to lower the predominant position of Italy andRome in the empire, to bring about the equality of the provinces, andto turn the principate into an absolute military government.
