In1855 a similar act was passed, but it, too,proved ineffectual. During this time thePennsylvania Railroad Company was pro-testing against the injustice of a tonnage taxwhich was imposed upon all traffic over itsroad, and a large portion of the citizensof the Commonwealth (particularly thosewho were compelled to ship their goodsover the railroad) espoused the cause ofthe company. The State partially yieldedto this pressure by repealing the tax oncoal and lumber; but instead of allayingthe demand for repeal, this concession onlyadded to its urgency. It was at onceobserved that these two interests weregreatly stimulated by the repeal and conse-quent reduced cost of transportation, an
