It is a conceded fact that the initiator}^ stepsto constitute the Order were taken in name of Dr. B. F. Stephenson, Surgeon ofthe 14th Illinois Infantry, is the first connectedwith the systematic organization of the GrandArmy of the Republic. In the winter of 1865-66 he discussed with comrades at Springfield,Ills., the feasibility and propriety of an organi-zation of veteran soldiers.
