Nothing herein contained shall withdraw the said territory comprising the park, nor that within a mile from any part thereof, from the operation of the Revised vStatues respecting fisheries and the game laws, except where it is otherwise provided. 16. In addition to any penalty provided by this act or by the regulations made thereunder, the offender shall be liable for all damages caused by him, and the same may be recovered in any court of competent jurisdiction. 17.
