Chase. In support of the motion, I desireto recite briefly a few interesting facts concerningthis portrait. Mr. W. Cogswell was the artist. It was paintedby him in 1867, at the request of Jay Cooke, of Phila-delphia. Mr. Cooke had been an admirer and thesteadfast friend of the Chief Justice when he wasthe Secretary of the United States Treasury, and theSecretary had relied upon the judgment and invokedthe assistance of Mr. Cooke in arranging for theextensive loans which were necessary during theCivil War. Financial reverses overtook Mr. Cooke,and this portrait was sold at auction at hishome at Ogontz, Pa. It was purchased by a 3 colored man named James Wormly, then aproprietor of an hotel at Washington, D. C,who, out of gratitude for the services wproceedingsupono00unit
