One of the reasons is that any such substitutions mustbe made gradually without deranging the existing traflic. Any plans10 be accepted must preserve the structure of the road, the organ-ization of the service and the rolling slock, excepting the locomo-tive, to such a degree that both steam and electricity may be usedduring the transition period.
