All payments due from subscribers are placed upon the tax roll and are col-lected in the same manner as taxes, being a charge against the subscribers prop-erty. Where the system extends into other municipalities it is the duty of theSecretary-Treasurer of the initiating municipality should be a member of thisthem to the initiating INSUl-ATCR.
