Russian, Yaroslav Mogutni, 20 of Moscow (Right) and American, Robert Fillipini, 42 of New York, kiss outside of the Central Palace of Marriage after they attempted to register for marriage in Moscow, Russia in 1994. Mogutni and Fillipini were accompanied by a large group of international media as they attempted to register for marriage in Moscow. Homosexuality was decriminalized in Russia in 1993 after the collapse of the Soviet Union. On June 11, 2013 the Russian State Duma passed a Kremlin supported anti-gay law that imposes fines of 5,000 to 1 million rubles for providing information about the gay, lesbian, transgender or bisexual community to minors or holding gay pride rallies. Pro-gay activists who protested outside the State Duma before the 2013 vote on the anti-gay bill were attacked by supporters of the law and more than 20 of the gay-rights demonstrators were arrested by Moscow Police. As of 2013 there is no state recognition of same-sex couples or same-sex marriage and only opposite-sex couples are allowed to adopt children in Russia. Photo by Chuck Nacke
