(2) Provide for including a representative of the Department ofPublic Works on Commissions appointed to consider the establishmentof new institutions involving the selection of sites and construction ofbuildings. (3) Eliminate present requirement in contract law that contractsmay not be let for amounts in excess of the estimates of the Depaitmentof Public Works. (4) Continuation of having all construction projects carefully esti-mated before presentation for financing. (5) Continuation of the policy of permanent building construction atall institutions where same is considered TEN-YEAR BUILDING CONSTRUCTION PROGRAM AT STATEINSTITUTIONS At most of the states institutions until comparatively recently, thedetermination as to what building construction development should beprovided for at any given meeting of the legislature, has been basedlargely upon isolated consideration by the authorities responsible at thetime, of a particular proposed sti-uctvire and its location rather thanupon a comprehensive development scheme taking into account sojuecertain ultimate growth for each institution. This has resulted unfortunately in various ways. For example : 1. The provision of proper quarters for employees until recently wasneglected almost entirely with consequent serious difficulty in adminis-tration which will continue in diminishing degree until this need can befully met, also construction costs which shoiild have been borne in thepast, must no
