After an extended debate the motion was ruled out of order by the presiding officer, on the point of order raised by Mr. Mann. In offering an amendment to the postoffice appropriation bill providing that these trade articles should be car- ried by parcel post, Bepresentative Byrnes, of South Carolina, said that while the parcel post law included all farm products, it excluded seeds, cut- tings, bulbs, roots, scions and plants. "At least sixty or seventy per cent of the merchandise that the farmer would receive or send by parcel post," he said, "is excluded from the benefit of the lower rates granted by the parcel ; He said it discriminated against the farmer, and quoted a letter from W. C. Geraty & Co. to that effect. Along the South Carolina coast, he said, the cabbage plant industry is highly de- veloped and in the shipping season six and ten cars are shipped a day. The plants are perishable. The farmers anticipated that with the parcel post they could save time and expense in- volved in the express business by re- ceiving the plants, seeds and bulbs on the free delivery route, but under the law seeds and plants can be mailed at a cent for each two ounces. The object is in the saving of time and expense rather than in the rate. Mr. Lever
