The harbor Sebastos, at the national park of Caesarea Maritima (or Caesarea Palestinae), Israel - When it was built in the 1st century BCE, Sebastos Harbor ranked as the largest artificial harbor built in the open sea, enclosing around 100,000 m2. King Herod the Great built the two moles, or breakwaters, of the harbor between 22 and 15 BCE and in 10/9 BCE he dedicated the city and harbor to Roman Emperor Caesar Augustus (Sebastos is Greek for Augustus).
