SHUMATE,member of the Board of PoliceCommissioners and a practicingphysician of many years standingin San Francisco, was born in Missouri, April 1, 1871. Com-ing to California at an early age. received his education intlie public schools of San Franciscoand later attended the Cooper ^kledi-cal College, from which he wasgraduated in 1894. Immediately thereafter he enter-ed upon the practice of medicine Francisco, advancing by succes-sive steps to a position of promi-nence m the medical fraternity ofthe city. The foundation of his longexperience in the service of munici-pal and private institutions was laidin the receiving hospitals of the city, wherein he acted as emergencysurgeon for a year, subsequently assuming the duties of examiningphysician in the San Francisco Police Department, which positionhe held continuously for a period of six years.
