From [894 to i8<j7 he was chairman of the Northwestschool district committee, and during his administration theschool was changed from a semi-country school to a thoroughlygraded school and provided with every convenience found inthe larger schools of the city. In [899, having changed his resi-dence to the south end. he was chosen a member of the Southschool district committee. In mjoo he was appointed a policecommissioner for three wars by Mayor Harbison.
