The policy is based upon the Notice of Proposed Withdrawal and other key : The Notice of Proposed drav;al of Lands, signed 1, 1978, and published December 5, 1978, segregates the land from the operation of the public land lav.^s including location and entry under the general mining laws, and selection, location, and entry under Sec. 6 of the Alaska Statehood Act, subject to valid existing rights. It was announced in the News bulletin, December 19, 1978, that tlie Department of Agriculture liad asked that the 11 million acres be protected by v.'ithdrawa 1 from any nev? mining claims, mineral leasing, or state and private land selections. It was emphasized that valid existing rights, such as valid mining claims and prior State and Native land selections, would be honored. Also that sport hunting, fishing, boating, camping, cabin use, and air access in the areas were to continue vjliere established.
