At the time of the New Orleans riots in 1874 he was appointedMajor General of the State Militia, and displayed uncommon genius in soonbringing order out of chaos. The Spanish blood inherited from hismother showed itself in his dignified and punctilious manners. He washighly honorable in all his relations in life, and his presence and powerwere widely felt and recognized.
