NORFOLK, Va. (March 10, 2017) Commander, Fleet Force Adm. Phil Davidson speaks to Fleet Forces 2016 Sea and Shore Sailor of the Year (SOY) candidates during the announcement ceremony. Cryptologic Technician (Technical) 1st Class Courtney P. Evers, the 2016 Sea SOY, will travel to Washington, to be meritoriously advanced to chief petty officer while Personnel Specialist 1st Class Aliscia S. Malone, the 2016 Shore SOY will advance to the final section process for the Chief of Naval Operation Shore SOY.
