As one will readily realize, no state will give anyform of state aid without making provision that thestate .shall have c mean sia1i sii|i(r\ ision id at least that por- tion of the public roads in the construction of whichthe state has assisted in any of the forms n-entionedincorporated towns. Public roads are not simply for the use of the citi-zens of the county in Mhicli they are located but for thecitizens of the whole state and, while in fornier yearsthe use of the public roads in an3 county was confinedlargely to the citizens of that particular county or aportion of the adjoining county, at the present time
