Head of the Coast Guard communications system, Commodore Webster is recognized as a leading authority on communications in the government and prior to the war served on the Commerce Department's committee which formulated the present Federal Communications Commission. He also has represented the Federal government at various international conferences on communications for the State Department. Married to the former Dorothy Richardson, of Baltimore, Md., Commodore Webster has two children: Coast Guard Lieutenant Edward Webster and Dorothy F. Webster.
