He first served in a public ca-pacity as a member of the GrandIur\- for 1909-1910, displaying there-on the same conscientiousness ofpurpose and thorough knowledge ofgovernmental conditions that latercharacterized his service on the Board of Supervisors. He was electedSupervisor in 1912. and was Chairman of the Supplies Committeeand also a member of the Committees on Public Health and on Light-ing and Rates.
