There has been no real and safe progressin religious liberty in all the weary andbloody ages, nor in all the more tranquil andthoughtful periods, which was not demandedby that saying of Jesus : Render untoCaesar the things which are Caesars, andunto God the things that are Gods. Noreligious liberty is needed or desirable that isnot guaranteed by the fulfillment of thatdivine word. It is not true, however, that the things ofCaesar and the things of God are to be or canbe kept apart from each other. That is anexaggeration and perversion of the Lordssaying. The authority of civil rulers andthe authority of God, the duty of a citizenand the duty of a Christian, can no morebe completely separated than the authorityof parents and the duties and rights offamilies can be completely separated fromthose which pertain to the state.
