Natural resources; Conservation of natural resources; Natural resources; Conservation of natural resources; Conservation Congress. 19 IMMLSM^ NO DISCHARGE ZONES IN ILLINOIS (TG-6) Recommendation: The Department of Conservation should use the provisions of the Clean Vessel Act of 1992 to provide boaters with adequate sewage disposal systems and ultimately have USEPA declare all water in Illinois as "no discharge ; IDOC RESPONSE: A federal grant program administered by the Department wall be available in FY96 to implement this recommendation. The Depart- ment has contracted with the University of Illinois to complete a survey of coastal waters to determine needs for pumpout stations and to develop a plan to address those needs and set priorities. The survey results and plan are completed. With few exceptions (must own property or have a lease with at least five years remaining which does not have a termination at will clause), any operator of a boat access area in Illinois is eligible to apply for grant money to construct pumpout stations. Deadline to apply for the grant was Feb. 15, 1995, with approval scheduled for November or December 1995. No const mction or expenditure of money can occurpriorto final approval of the grant.
