The surface of frequency of teachers marks on papers failed bythe regents. (Data Table 31.) Marking Examination Papers 69 It is necessary to discuss these two tables, Nos. 30 and 31,together. The marks on papers which the regents failed enterinto the composition of both tables. However, since no markswere put upon them by the regents except the failure mark, wecannot tell how much below 60 they would have been reducedhad we known the mark. As it was, we arbitrarily called allpapers which were marked failed, 59. Thus, when a teacherhad marked a paper 60, the difference between the teachersmark and the regents mark is called one if the regents fail thepaper. In the same way, the difference is called eight on a papermarked 67 by the teacher and failed by the regents. This willtend to a reduction from the real differences, and the tables ofdifferences understate the facts somewhat. Since 392 of thetotal 2,463 papers used were
