Winds and bitter cold with wind chill factors exceeding minus 20 degrees created vapor above the ice in Lake Michgan and Burnham Harbor that served to obscure and distort the eastern end of Navy Pier in Chicago. The vapor acted like heat inverson in the summer to alter areas in the distance. The heavy off-shore clouds were filled with snow that was destined for deposit in north central Indiana and Michigan in the form of lake-effect snow.
