The neglect to enforce the provisions of existing laws, or to enact other and more stri'^igent provisions in lieu of such as are ineffective, or too limited in their operation, has led to a great decrease in several branches of the fisheries. A longer continuance of this neglect will assuredly lead to the decay of the fisheries generally, which year by year will waste away, until some disappear altogether, and others become of the least possible value.
