The board was required by the statute to utilizein the plans and specifications for the capitol building the newly constructednorth wing, and so much of the other portions of the capitol building as in theiropinion could be used to advantage with regard to appearance and serviceable-ness of the building, and to sell such material in the present state capitol buildingas they deemed to be unavailable for use in the building and pay the proceedsthereof
