The regular sessions of the commission for hearing contested cases andcases under the interlocking law will be held at its office in Springfield, Illi-nois, on Tuesday after the first Monday in each month, and continue fromday to day thereafter, if necessary, until the business of such meeting isfinished. But if the day above designated for such meeting shall at anytime fall upon an election day, or legal holiday, then the meeting shall beheld upon the day following. Sessions for receiving, considering and acting upon petitions, applicationsand other communications, and also for considering and acting upon anybusiness of the commission, other than contested cases, may be taken up anddisposed of at any time that a quorum of the comm
