The Na'vi have no far-reaching political structure on the scale of nation-states, but are organised into relatively complex clans, of which there are hundreds. Occasionally, different clans from distant areas will cooperate in times of a great crisis. The only known event that has caused all clans to join together is when they are led by a Toruk Makto, a Na'vi who has managed to ride and control a great leonopteryx and, in doing so, unite all clans under him. By the events of Avatar in 2154, this has only occurred five times in their history and the last Toruk Makto lived four ancestral generations ago.
