Conservation Areas and Initiatives The Ministry- of Mineral Resources is charged with overseeing environmental matters. Responsibility for wildlife and forestr\- rests with the Ministry' of Agriculture, especially the National Directorate for Forestry and Wildlife. More than 15,000 sq. km of land have been set aside as national parks (lUCN, 1987). About 6 per cent of the country is protected (Table , Figure ) but this does not include any moist forest areas. However, Mozambique's civil war has led to a breakdown in protective measures being applied in the country's parks and reserves. As a result, most of its important sites are suffering from encroach- ment and severe illegal hunting of large mammals. Most v\ildlife popu- lations are now seriously at risk. The Wildlife and Forestry Department suffers from extreme shortages of manpower and equipment and only a few reserves have permanent staff. A report by Tello (1986) reviews the protection and management in Mozambique's conser\'ation areas. Protection in all current reserv'es urgently needs great improve- ment but this cannot occur until the security situation permits. The establishment of additional protected areas in both highland and coastal forests is needed as soon as possible, as well as surveys of coastal forest areas to identify key conservation sites. Few interna- tional conservation projects are in progress in Mozambique at present and none is concerned with forest protection.
