The new plan meets many objections made to that firstproposed. The extension of the woik over a number ofyears is considered an advantage in many respects. It may be mentioned that communication between LakeYssel arid Amsterdam will be established by a canal, whichis shown on the map. The plan outlined above has been submitted to a commis-sion, whose duty it is to decide whether the Governmentwill find it to its interest to undertake the work. AN ENGLISH TORPEDO CRUISER. The illustration given herewith is from Le Yacht, andshows the English torpedo-chaser Speedwell, a vessel of atype which is not as yet represented in our Navy. The con-struction of a ship of this class was authorized by Congress,but no contracts were ever let for its construction. The Speedirdl is one of thirteen, and is 2;J0 ft. long, 28 and 748 tons displacement. Her engines were intend-ed to work up to 4,550 and to give her a speed of 21knots an hour. Sh
