A Khampa man, characteristic wearing a traditional chuba cloak with one arm free and the other sleeve hanging down to his knees, walks past Tangkor's sole telephone. Situated on the vast grasslands of Aba, Tangkor is nomad's land; the town, once derelict and used only for nomads restocking on essential items, is in the midst of being rebuilt. Recreated to house office buildings for government officials and acres of relocation houses, Tangkor has been brought under the Chinese government's 'Go West' initiative to develop the country's hinterland. The scheme includes relocating the nomads off their traditional grazing lands and into the outskirts of cities to become industrial workers.
