St. Albans feat members to parliament as earlyas any borough ;n the kingdom. It is incorporatedby charter, and governed by a mayor, a highfteward, a recorder, twelve aldermen, a town-clerk, and twenty-four affiilants. This borou2;hhas adift:ri6t called a Liberty, which has a jurifdic-tion both in civil and ecclcfiaftical matters, peculiarto itfelf, including the panfnes of Barnet, Sand-ridge, Redburne, Cudicot, Shepehele, Bufny, El-ftre, Langiey-Abbots, Sarret, Walden-Abbots,Hoxton, Ridge, Norton, Rickmanfworth, andWatford. This liberty has ajail, and a jail-deliveryat St. Albans four times a year, on the Thurfdayafter the quarter feulons at Hertford.
