He took an active ])art in military affairsand was promoted In- grade until hebecame a Colonel and with his Regiment,the Fourth Massachusetts, responded tothe first call for troops in April, 1861. .Although interested in public affairs, henever held any political office, but occupiedseveral places of and, for many years,was a Director in the National Mount\ Bank, and Vice-President ofthe Ouincy Klectric Light and PowerCompan\-. Cohjnel Packard was eighty-one years ofage, but of strong constitution and to allappearances had manv years of useful lifebefore him.
