B., in 1886 he was graduated with the degree of from the Boston Uni\ersity Law School,and b) election was class orator. He represented WardEiglit in the Worcester Common Council in1894 and 1895, serving in the latter year aspresident of that body. In July, 1897, hewas elected city solicitor to succeed Col. W.
