Another fact to be considered is the tremendous volume of free waterfurnished by this department to the Citys schools, charitable institutionsand the various municipal departments. A well balanced and constructive program of expansion has been out-lined for the year 1922 and development covering many of the projects isnow under way. The water department is keeping in line with progressive Houston andis rendering a service of merit to the citizens. ^>T [72]. Police Departmenta WHILE HOUSTON is the largest railroad center in the southwestand is the very heart of the oil producing fields of the Gulf Coastsection, it is today more free of crime and vices of all kinds thanever before in its history, which condition is due, primarily, to the de-termination of the present administration to put the police deparmenton a high plane and make it among the most efficient police departments inthe South. The Department has followed in the path of progress of the city yearby year, but it was not until 1921 that the city officials inaugurated thepolicy of progressiveness and expansion which brought this branch of thecity government up to its present standard. One of the principal achievements for the department in 1921 wasthe inauguration of a squad of picked men who are assigned to do trafficduty only in the business district. These men were carefully selected andare working under positive instructions that
